Lead Engineer - OSS Design & Development

Essential Duties and Responsibilities
· Design, implement, and maintain operational support systems, and develop programs for web-based applications that accounts for current business processes.
· Anticipate network requirements and have systems in place in time to meet customer needs.
· Cross-train peers and others to perform maintenance and development functions of operations support systems.
· Implement procedures for non-technical individuals and departments to use a system for automation or delivery.
· Utilize systems and develop processes or controls which reduce unnecessary capital costs or expenses. Create reports which show additional marketing or revenue-generating opportunities to management teams or focus groups.
· Perform proof of concept testing and validation of applications.
· Serve as a solutions architect and business analyst for upcoming projects.
Supervisory Responsibilities
· This position has no supervisory responsibilities.

Qualifications
Education:
· A Bachelor's degree in Computer Science or Management Information Systems and a combination of
directly related work experience commensurate to 4 years experience in operations support systems.
· Minimum of 6-8 years experience with implementation, design, or maintenance of operations support
systems.
Work experience:
· Experience in a variety of telecommunications field operations concepts, practices, and procedures.
· Work experience in a telecommunications regulated environment.
· Experience in training maintenance and development functions of operations support systems.
· Demonstrated experience in developing processes or controls to reduce capital costs and/or expenses.
Computer / Technical Skills:
· Advanced working knowledge in the use of all MS Office Professional applications
· Advanced working knowledge in telecommunications applications and languages from at least one carrier-class vendor (e.g., Nortel, Alcatel-Lucent, Tellabs, Adtran, Fujitsu)
· Advanced working knowledge in at least two inventory and/or engineering systems (e.g., MIS, Granite, G/COMMS, COEMOD/COEP)
· Advanced working knowledge in at least two fault management, performance management, or element management systems (e.g., Netcool, AMS, Netsmart)
· Advanced working knowledge in dispatching or trouble management systems (e.g., Remedy, AWAS, 4TEUCelerity, REACT)
· Advanced working knowledge of at least one database platform (Oracle, Informix, Access, SQL)
· Advanced working knowledge of at least one server operating system platform (Windows or Unix based)
· Advanced working knowledge of at least one programming language (C++, Java, Perl)
· Working knowledge of XMUSOAP, CORBA, and SNMP highly desirable
Physical Demands
· Work may be performed at various locations under varying conditions
· Will require late hours and weekends to complete assignments and projects.
· 24x7 availability required
· Will require sitting, lifting/carrying supplies and material of up to 75 pounds
